This invitation to tender is for a Consultant or a team of Consultants capable of undertaking research, creating and providing a concise and structured Guideline/ Standard Operating Procedure for, Investigation, Arrest, Detention, and Prosecution without Human Rights Abuses and provide capacity building on it for Police Officers and the general citizens.
3.0 PROJECT SCOPE
The scope of services to be provided by the Consultant includes the following:-
- Get the buy-in of relevant security agencies for the implementation of the Project.
- Conduct research/ baseline study and establish the current laws/regulations and Guidelines. SOP covering the investigation, arrest, detention and prosecution of citizens/suspects In Nigeria.
- Conduct research/baseline study and establish global best standards using current laws/regulations and guidelines covering investigation, arrest, detention and prosecution of citizens/suspects without abuse of human rights in other countries.
- Ascertain and identify gaps/lacuna (mostly relating to abuse of human rights) in Nigeria’s ( the Police) current laws, regulations and statutes relating to the investigation and prosecution of crime within the applicable laws and decided cases on citizens fundamental human rights in Nigeria.
- Proffer veritable and practical recommendations/improvements based on relevant laws and global best practices.
- Create a concise Guideline/SOP for investigation, arrest, detention and prosecution without human rights abuses.
- Develop structured and concise learning materials on the above.
- Training of selected security personnels and the general public on the developed Guideline/ SOP.
4.0 QUALIFICATION CRITERIA
- The Lead Consultant must preferably be a retired Police officer with the rank of Inspector of Police or its equivalence in other forces or security agencies or a lawyer with not less than 7 years experience or a Security Expert engaged actively in the business of providing security consultancy for not less than 5 years.
- Demonstrated experience in conducting comparative legal research and gap analysis.
- Familiarity with Nigerian legal and Police systems, particularly criminal procedure and Human Rights law.
- Specialization in Human rights, law enforcement procedures, comparative law
- Proven track record of working with security agencies, legal practitioners, and civil society.
- Experience developing training content and facilitating training sessions.
- Legal drafting, curriculum development, stakeholder engagement and training.
5.0 SUPPORTING DOCUMENTS FOR BID SUBMISSION
Qualified candidates are invited to submit:
- A cover letter explaining their suitability.
- CV detailing relevant experience with relevant certificates attached
- Technical proposal outlining the methodology and timeline.
- Financial proposal (including daily rates).
6.0 TENDER SUBMISSION
Bid/ tender document must be submitted via email to licdaoffice@gmail.com on or before 30th May 2025.
7.0 COST: The consultant is to prepare a detailed and final cost analysis of the project based on the work activities listed in the project scope.
8.0 VALIDITY OF QUOTATION: Price submission will remain valid for 2 months.
9.0 PAYMENT TERMS: consultant’s preferred milestone payment terms should be clearly stated in the proposal.
10.0 PROJECT DELIVERY TIMELINE: 2 months
